Arizona Republicans go to polls in primary
PHOENIX (Reuters) - Republicans in Arizona voted on Tuesday for their candidate in the race to replace Senator Jon Kyl, who is stepping down at the end of the year, with conservative U.S. Representative Jeff Flake favored to win.
Flake was leading by a huge margin in opinion polls over Wil Cardon, a feisty political newcomer with deep pockets, in a primary election for a seat that Republicans need if they are to have a chance to take control of the Senate in the November election.
The U.S. Senate contest in Arizona is the highest-profile race among state primaries on Tuesday that include votes in Vermont and Alaska, as well as a runoff election in Oklahoma.
Flake is a six-term member of the House of Representatives, while businessman Cardon oversees his family's portfolio of real estate investments.
The winner will be the Republican nominee in the race to replace Kyl, a party leader who announced in February he would not seek a fourth six-year term in office.
The Democratic nominee in the November 6 general election is Richard Carmona, a former U.S. Surgeon General and a decorated Vietnam War veteran originally from New York.
Asked after he cast his vote early on Tuesday if he felt confident, Arizona native Flake said "yes," adding that he was already looking ahead to facing Carmona in November.
"It's going to be a great general election. I think the choice is clear between somebody who understands the Arizona issues, who has been there ... against somebody who is handpicked by President Obama to run here in Arizona," he said.
Both Kyl and Arizona's other U.S. senator, John McCain, have endorsed Flake in a race that started out fiery but has cooled lately.
Cardon came out swinging early with a costly advertising blitz casting Flake as a Washington insider who favored tax increases and was soft on illegal immigration, although the challenger has reduced his spending in recent weeks.
Flake, 49, has offered what he said is a "proven track record" of voting to reduce the size of government and cutting taxes and spending.
Cardon, 41, has contributed nearly $8.8 million of his own money through the August 8 candidate-filing period in a bid to establish himself as an outsider and businessman with experience.
A poll by the Western Representation political action committee released Friday had Flake leading Cardon by 64 to 16 percent. The survey of 400 Republican voters had a margin of error of 4.9 points.
Republicans already have a majority in the U.S. House and must hold onto open seats such as Arizona's and gain four in other states to take control of the Senate.
In another hotly contested Arizona primary, two Republican incumbents will battle for the chance to be on the November ballot for a U.S. House seat.
Ben Quayle, son of former Vice President Dan Quayle, takes on David Schweikert, in an expected tight contest brought about by the once-a-decade redistricting. It is one of 11 such House contests between incumbents nationwide this year.

ScienceDaily (Aug. 28, 2012) ? After waking up, the concentration of the stress hormone cortisol in saliva rises considerably; this is true not only for grown-ups but for babies as well. A research team from the Ruhr-Universit?t Bochum and from Basel has reported this finding in the journal Psychoneuroendocrinology.
"This gives us a new, non-invasive and uncomplicated possibility to already research the activity of the stress system during infancy," Prof. Dr. Gunther Meinlschmidt, of the Clinic of Psychosomatic Medicine and Psychotherapy at the LWL University Hospital of the RUB, said.
The information not only open doors to the pursuit of as-yet unresolved research inquiries, but could also be used in the future to diagnose illnesses in the hormone-producing organs, such as the adrenal gland, of infants.
Testing stress hormones: easy with grown-ups, hard with babies
Scientists usually test the stress hormones of grown-ups by placing test subjects in an experiment under stress-inducing conditions. Since a similar practice is, for ethical reasons, unthinkable to use with babies, it is rather more difficult to find out how well-developed their stress systems are. The German-Swiss research team circumvented this problem by observing a naturally occurring "stress situation" -- waking up. The cortisol-concentration in grown-ups rises after they wake up, presumably to prepare the body for the requirements of the day. At what age this cortisol-reaction develops has long been unclear.
Cortisol levels rise in babies upon waking up
Data from 64 newborns and infants between the ages of three weeks and six months were used in the study. On two days the infants' parents had their children suck on a small cotton swab at home, once right after waking up and once half an hour later. Through this saliva, the scientists determined the cortisol-concentration. The cortisol amount rose considerably after the infants awoke in 63 % of cases. Neither the hour that the child woke up nor breastfeeding after waking played any role in these findings.
The shorter the pregnancy, the less the cortisol-level rises
Instead the length of the pregnancy had an effect. The earlier the children were born, the less their cortisol-levels rose after they woke up. "The stress hormone system may be less mature in babies who were born after a shorter pregnancy, which could have negative consequences," assistant professor Marion Tegethoff, of the Faculty for Psychology at the University of Basel, said. Since cortisol can inhibit the immune system, the lack of cortisol-level rises could lead to excess immunological responses, similarly to what occurs with allergies.
Approaching new research questions through saliva tests
Stress increases the risk for mental disorders and bodily illnesses. There is now a new method available to investigate the stress systems easily in babies. Prof. Meinlschmidt, head of the Research Department of Psychobiology, Psychosomatics, and Psychotherapy at the LWL University Hospital in Bochum explains future research questions: "In some rodents the hormonal stress response in the first weeks of life is, for a specific timeframe, close to shut down -- perhaps to protect organs that are developing during this time. It is still unknown if there is a comparable phase in humans, since it has long been impossible, because of ethical reasons, to repeatedly assess the hormonal stress reaction."

SUNDERLAND, England (AP) -Sunderland's Premier League match on Saturday against Reading has been postponed due to a waterlogged pitch.
The northeastern club says on its website there was "torrential rain across Wearside overnight and throughout Saturday" at the Stadium of Light.
Referee Neil Swarbrick called the game off following a pitch inspection. A new date has not yet been announced.
The postponement means Reading fans will have made a 960-kilometer round-trip from the south without seeing their side play.

WASHINGTON (AP) ? Four years ago, Ben Affleck was a familiar presence around the Democratic convention, packing produce for charity and even winning a poker tournament. Singer Fergie performed with her Black Eyed Peas. Sheryl Crow sang, too, with Susan Sarandon joining in from the audience.
But none of these celebrities are planning a similar trip to Charlotte this year, and that's likely true for a number of other A-listers who were in Denver as well. In terms of star wattage, this gathering will be decidedly less sparkly.
Some reasons are obvious. A re-election bid is hardly as exciting as the historic anointment of the first black nominee, on his way to becoming the first black president. And Barack Obama is no longer a rising star: He's, well, an incumbent.
Also different is the general tone of this year's campaign ? not so full of lofty thoughts about hope and change, but focused on evoking doubts about Mitt Romney. Romney is trying to do the same with Obama. "This is a campaign based on raising questions about the other candidate," says Democratic consultant Chris Lehane. "It's a whole different narrative this time."
There's also the possibility that some Hollywood celebrities have lost a measure of their enthusiasm for the candidate they warmly embraced four years ago. The most public of these has been actor Matt Damon, who as recently as last month repeated his disappointment with the president ? while adding that he was still the "clear choice."
At the same time, there's a sense that the struggling economy, the central preoccupation of most voters, has cast a pall over the celebratory nature of the conventions ? and that both campaigns need to be wary of too much partying, with or without celebrities. "Both the Democrats and the Republicans are cognizant of not looking decadent when the rest of the country is hurting," says Lehane.
Still, it can't be denied that parties ? and if they involve celebrities, as the best ones do, so much the better ? are an essential part of conventions. "They're a natural part of the process," says Michael Steele, the former RNC chairman. "I don't think anyone expects the conventioneers to show up in sackcloth. Parties celebrate the grueling process that has gotten us this far. They celebrate the nominee. And they fire up the troops."
He adds, though, that he expects the parties to be tasteful ? "not in-your-face, not ostentatious."
The Democrats in particular have made a point of saying that this convention has a different mood. They're spending significantly less than four years ago, they say, and they point out that they've limited corporate and special interest money. They also say their parties will have a more public feel.
"Instead of the exclusive, closed-door, party-insider-only events of the past, we're opening and closing the convention with public events that will allow more people than ever before to participate," says Democratic National Convention Committee spokeswoman Joanne Peters.
As for the Republicans, "I don't see any scaling back," says James Davis, communications director for the Republican National Convention in Tampa. "We've got Republicans coming from across the country, some 70-plus venues being booked for events. This is going to be really big for us. I think it shows the excitement of where our party is right now."
As usual, there will be high-profile entertainment at both conventions. The RNC announced Friday that the Mississippi band 3 Doors Down, Lynyrd Skynyrd and The Oak Ridge Boys would be among the official entertainers in Tampa. The Democrats announced that folk icon James Taylor would perform on the final night in Charlotte, before Obama accepts the nomination.
On the sidelines, the arts advocacy group Creative Coalition will present the band Journey in Tampa ? cue the perfect campaign song, "Don't Stop Believin'" ? and the B-52s in Charlotte (cue "Love Shack"?) Given the state of the economy, "I was concerned," says the coalition's CEO, Robin Bronk, of the high-profile fundraisers. "But happily we are almost sold out already. This is a celebration of the arts in America."
And the Recording Industry Association of America is presenting, along with the Auto Alliance of America and others, pop star Gavin DeGraw in Tampa and the rapper Common in Charlotte. Both shows, which will seat some 2,000 people each, benefit the charity Musicians on Call.
"We're feeling what everyone has been feeling," says Cara Duckworth, spokeswoman for the RIAA, of the economic concerns. "But this is about celebrating music. We expect to sell out."
In a way, the relative lack of high-wattage celebrity guests this year may benefit the Democrats. In 2008, the John McCain campaign tried to use Obama's considerable celebrity appeal against him, most memorably with an ad likening him to Britney Spears and Paris Hilton: i.e. all splash and no substance. Earlier this year, the pro-GOP super PAC American Crossroads put out an ad asking: "After 4 years of a celebrity president is your life any better?"
Obama's campaign did try to downplay celebrity presence in Denver, keeping it on the sidelines. But still, luminaries of the entertainment world ? from Spike Lee to Anne Hathaway to Obama's biggest booster, Oprah Winfrey ? were there in droves.
The AP called representatives of a number of celebrities who were in Denver to ask if they were coming this year. Of those who responded, all said no, except for Jessica Alba: The actress will be headlining a final-night party with her husband, Cash Warren, featuring performances by Pitbull and Scissor Sisters.
Also, Eva Longoria, a co-chair of Obama's campaign, will be speaking at the convention.
Traditionally there have been fewer celebrities at Republican conventions. Two past attendees are skipping Tampa, though, according to their representatives: former California Gov. Arnold Schwarzenegger, now back in show business, and actor Robert Downey Jr., who was at the last GOP convention, but also attended an Obama fundraiser in May at George Clooney's home.
Speaking of Clooney, many powerful Hollywood boosters of Obama simply prefer to stay away from conventions but maintain their strong support nonetheless. Like Clooney, Sarah Jessica Parker and movie mogul Harvey Weinstein, all of whom have hosted major fundraisers recently, some obviously feel they can be of greater use in other ways than hanging out in Charlotte.
And the most important thing is what happens after the convention, says Steele, who notes he worked hard when he was RNC chairman to create relationships with celebrities.
"Of course, the real goal is to have these stars then go out on the road for you in the fall," Steele says.

Texas judge rules in favor of Keystone pipeline progress
Lamar County Court-at-Law Judge Bill Harris ruled that TransCanada has eminent domain rights to right of way across the farm and the pipeline would be a common carrier, the L.A. Times reports.
The developer of the disputed Keystone XL oil pipeline, designed to eventually carry oil from Canadian tar sands to Texas Gulf Coast refineries, may condemn land across a Paris, Texas farm for the pipeline's right of way, a judge ruled Aug 23.
Judge Bill Harris, in Lamar County, ruled Canadian pipeline company TransCanada Corp. (NYSE: TRP) has the right to exercise the power of eminent domain to run the Keystone XL pipeline across an opposing landowner?s property, the Los Angeles Times reports.
Harris?s ruling spurred protests at the Paris County Courthouse.
The judge?s brief ruling effectively recognizes what is known as common carrier status for the Keystone XL project and allows TransCanada to proceed with acquiring an easement across ranch manager Julia Trigg Crawford?s property, the L.A. Times reports.
Harris rejected landowners? arguments that under the definition of ?common carrier,? TransCanada should have to prove in detail that the pipeline would be generally available to all oil shippers, not just a few private companies.
Opponents argue that is primarily designed to benefit the Canadian company and presents a potential environmental hazard for landowners along the route.

Oil slips below $115, set for fourth weekly gain
LONDON (Reuters) - Oil fell below $115 a barrel on Friday as signs of weakness in the global economy weighed on the demand outlook, although a host of supply-side concerns kept losses in check.
Crude was still heading for a fourth weekly gain because of lower exports from Iran, a drop in North Sea supply due to oilfield maintenance and the risk of weather-related disruption to Gulf of Mexico output.
Brent crude was down 45 cents at $114.56 a barrel by 1103 GMT, up about 0.8 percent on the week. U.S. crude eased 42 cents to $95.85.
"Falling equity markets and poorer economic data from the three major oil consumer regions - the United States, China and Europe - have put paid to the surge in oil prices for the time being," said Carsten Fritsch, analyst at Commerzbank.
European equities were lower on Friday, weighed by concern about the euro zone debt crisis. Reports on Thursday showed China's factory sector contracted in August and a rise in new U.S. jobless claims.
Brent's settlement on Thursday at $115.01 was just barely above $115, a technical level that has stood in the way of a further rally this week. Thursday's close was not strong enough to overcome the resistance, one chart-watcher said.
"We do not consider it enough. If the level fails again tonight then the weekly charts will reinforce the resistance status of $115.00," said Olivier Jakob, analyst at Petromatrix.
Investors are speculating about the prospect of strong monetary stimulus from the U.S. Federal Reserve. Fed Chairman Ben Bernanke and other central bank leaders meet in Jackson Hole, Wyoming, next week.
Iran and the fighting in Syria remain a focus for the market. Iran is holding talks on Friday with the U.N. nuclear watchdog about the Islamic state's atomic activities.
Iranian oil exports have plunged due to Western sanctions over the country's nuclear program, and diplomatic sources said on Thursday Iran had installed many more uranium enrichment machines in an underground bunker.
Oil traders are also keeping an eye on Tropical Storm Isaac in the Atlantic for any risk it may threaten U.S. energy supplies in the Gulf of Mexico.
Analysts at Weather Insight, a Thomson Reuters company, gave Isaac a 50 percent chance of moving into the heart of the oil and gas producing region. Another storm, Joyce, has weakened to a depression.

AdWatch: New Romney ad criticizes Obamacare
WASHINGTON (AP) ? TITLE: "Nothing's Free"
LENGTH: 30 Seconds
AIRING: The Mitt Romney campaign would not disclose where the ad is airing.
KEY IMAGES: "Some think Obamacare is the same as free health care, but nothing is free," a male narrator says as a graphic of two pills forming an "equals" sign between the words "Obamacare" and "Free Health Care" fills the screen.
"Obama is raiding $716 billion from Medicare, changing the program forever, taxing wheelchairs and pacemakers, raising taxes on families making less than $120,000," a narrator says as a shot of an empty wheelchair and an aerial view of a suburban neighborhood appear on the screen.
"Free health care comes at a very high price," says the narrator. "The Romney-Ryan plan will restore Medicare funding and protect and strengthen the program for the next generation."
ANALYSIS: The ad oversimplifies President Barack Obama's health care plan and Medicare, two big government programs that have emerged as key issues in the presidential race. Medicare in particular, a popular program serving nearly 50 million seniors and disabled people, has become a flashpoint since Romney named Paul Ryan, a Wisconsin congressman and chairman of the House Budget Committee, as his running mate.
The ad first asserts that "some" people think Obamacare is the same as free care, but doesn't bother to say who that might be.
It then criticizes Obama for "raiding" money from Medicare to pay for the new expansion of health care coverage that is his signature achievement.
Both Romney and Obama are seeking to stoke fears among older voters about each other's proposed Medicare changes, each charging the other would gut the program.
In swing states that have large elderly populations such as Florida, Iowa and Pennsylvania, Medicare could be a key issue this fall. Retirees have often resisted changing the program.
The GOP ticket has also targeted Obama's health care plan, which includes reductions in Medicare spending of $700 billion over 10 years. What Romney's ad doesn't mention is that those cuts come from payments to health care providers, not from benefits to seniors. The ad also fails to note that the budget plan Ryan wrote included the same cut.
In turn, the Obama campaign has hammered away at Ryan's plan to shift future retirees into a system dominated by private insurance plans.
Democrats and Republicans alike have taken advantage of peculiar federal accounting rules that, on paper, allow Medicare savings spent for another purpose to also be credited to the program's trust fund for inpatient care. Obama's health care law used Medicare cuts to pay for covering the uninsured. The Ryan budgets passed by the House kept those cuts and applied them to reducing the federal deficit.
The ad's claim that Obama's health care law taxes wheelchairs is questionable.
The tax actually applies to medical device makers, not consumers directly. It helps pay for the health care overhaul's expansion of health care coverage to 30 million Americans. The tax is aimed at U.S. sales of medical devices used chiefly by doctors and hospitals, such as pacemakers and CT scan machines. Exempted are consumer items like eyeglasses and kits for many blood tests that people can perform on themselves, as well as other medical devices yet to be specified.
The Obama administration says old-fashioned wheelchairs and the newer powered ones will also be exempt from the tax under proposed regulations being finalized by the IRS.
The ad's claim that Obama's plan raises taxes on families making less than $120,000 lacks important background.
Starting in 2014, Obama's law requires most Americans to carry health insurance either through an employer, a government program or by purchasing their own policy. There are exemptions for financial hardship, religious beliefs or membership in American Indian tribes.
The penalties will be collected by the Internal Revenue Service through tax returns, but the IRS will not have the authority to bring criminal charges or file liens against those who don't pay.
About 3 million of those who could be required to pay fines in 2016 will have incomes below $59,000 for individuals and $120,000 for families of four, according to Congressional Budget Office projections.
The penalties will be phased in starting in 2014. By 2016, those who must get insurance but don't will be fined $695 or 2.5 percent of their household income, whichever is greater.
